fix(docker): drop --frozen-lockfile from install step per pnpm fetch docs
The pnpm fetch docs recommend `pnpm install -r --offline` without --frozen-lockfile. The --offline flag already enforces no registry access, making --frozen-lockfile redundant. https://pnpm.io/cli/fetch
